Que vocês todos tenham tido uma semana venturosa e mais uma vez, apesar da falta de incentivo, estamos aqui insistindo em textos, críticas, dicas e informações que falem de TURISMO e seus segmentos, pois como diz o ditado italiano: "...piano piano ci va lontano..." ou ainda um outro em  francês: "...avec de la patience on arrive a tout..." , pois é, tenho esperança!

Mas de qualquer forma recebo alguns emails de vez em quando, ou alguns amigos deixam recado no facebook e entre eles essa semana que passou, um bom amigo e colega, Telmo Moraes, que agora está nos seguindo e aproveito para convidá-los também, deixou um importante comunicado de interesse de uma classe desvalorizada e muitas vezes ignorada, que transcrevo na íntegra abaixo e peço que leiam com atenção:

O Instituto Brasileiro de Turismólogos, entidade que congrega o bacharel em turismo, vem divulgar e esclarecer assunto de grande importância para categoria.
O Conselho Federal de Administração - CFA publicou uma Resolução Normativa Interna que regulamenta o Bacharel em Turismo no conselho.

The Brazilian Institute of Turismologists, an entity that congregates the bachelor in tourism, comes to divulge and clarify a subject of great importance for the category.

The Federal Council of Administration - CFA published an Internal Normative Resolution that regulates the Bachelor in Tourism in the council.

Ato que não possui qualquer legalidade para o exercício da profissão e visa somente a arrecadação, que hoje é de R$ 237,00 reais por ano.
O IBT esclarece este assunto.

The IBT clarifies this.

Sobre o Administrador: obteve a regulamentação do exercício profissional pela lei número 4.769 em 9/9/1965, a qual define como Administradores os egressos dos cursos superiores de bacharelado em Administração.
O Histórico do Bacharel em Turismo e o Conselho Federal de Administração: No dia 10/05/1981 o CFA aprovou a Resolução Normativa Interna 14, onde criou o registro para a categoria de Bacharéis em Turismo. Que foi REVOGADA, pelas normativas 27 e 28/1981 e posteriormente pelo Ministério do Trabalho, que publicou o Despacho Ministerial MTb 320.356/82 em 21/09/1983, no Diário Oficial da União, em 23/09/1983, declarando que o Conselho Federal de Administração “infringiu” a Lei por contrariedade à política e programação governamental para o exercício da fiscalização profissional.

About the Administrator: obtained the regulation of professional practice by Law number 4,769 as of 9/9/1965, which defines as Administrators the graduates of the baccalaureate courses in Administration.

The History of the Bachelor in Tourism and the Federal Board of Administration: On May 10, 1981, the CFA approved Internal Normative Resolution 14, where it created the register for the category of Bachelor in Tourism. That was REPEALED, under regulations 27 and 28/1981 and later by the Ministry of Labor, which published Ministerial Order MTB 320,356 / 82 on September 21, 1983, in the Official Gazette of the Union, on September 23, 1983, stating that Federal Council of Administration "infringed" the Law because of the opposition to the policy and governmental programming for the exercise of professional supervision.

A história se repete após 20 anos: com a Resolução Normativa 387/2010, publicada no Diário Oficial da União em 04/05/2010, aprovando o registro profissional dos egressos dos cursos de graduação bacharelado em turismo, Hotelaria e demais títulos.

The history repeats itself after 20 years: with Normative Resolution 387/2010, published in the Official Gazette of the Union on 04/05/2010, approving the professional registration of graduates of undergraduate courses in tourism, Hospitality and other titles.

Após três consultas protocoladas ao CFA, obtivemos a mesma reposta, assinado pelo Presidente Adm Sebastião Luiz de Mello, esclarecendo que a Resolução Normativa acima citada, “REGULAMENTOU O EXERCÍCIO PROFISSIONAL DO BACHAREL EM TURISMO”. Esta afirmação está equivocada, pois o CFA não possuí poderes legais para tal ato, a lei que regulamentou a profissão do CFA diz: Administrador é o bacharel em Administração.
O IBT após analisar a caso, conclui.

After three consultations filed with the CFA, we obtained the same answer, signed by President Adm Sebastião Luiz de Mello, clarifying that the above-mentioned Normative Resolution, "REGULARED THE PROFESSIONAL EXERCISE OF BACHELOR IN TOURISM". This statement is wrong, because the CFA does not have legal powers for such an act, the law that regulated the profession of the CFA says: Administrator is the bachelors in Administration.

The IBT after analyzing the case, concludes.

1. A Lei que regulamenta o exercício profissional de Administrador não cita o Bacharel em Turismo, portanto, NÃO poderá ser exigida por qualquer concurso ou exercício da profissão em qualquer esfera pública ou privada o registro junto ao CFA;

1. The Law that regulates the professional practice of Administrator does not cite the Bachelor in Tourism, therefore, the registration with the CFA can not be required by any contest or exercise of the profession in any public or private sphere;

2. Caso tenha algum concurso público com cargo de Administrador, o bacharel em turismo mesmo que esteja registrado no CFA, NÃO poderá concorrer para tal vaga, pois seu título é de Bacharel em Turismo;

2. If you have a public contest with a position of Administrator, the bachelor in tourism even if you are registered in the CFA, you can NOT compete for such a vacancy, since your degree is Bachelor of Tourism;

3. O Bacharel em Turismo registrado no CFA, NÃO terá garantias de direitos estatutários ou regimentares internos, impossibilitando-o de concorrer a cargos eletivos e votar dentro do CFA;

3. The Bachelor of Tourism registered in the CFA, will NOT have guarantees of statutory or internal regimentary rights, making it impossible to compete for elective positions and to vote within the CFA;

4. O CFA NÃO possui nenhuma câmara temática ou departamento que defenda os interesses do turismólogo. Pagar para que?

4. The CFA DOES NOT have any thematic chamber or department that defends the interests of the tourist. Pay for what?

Analisando o outro lado: No Instituto Brasileiro de Turismólogos também há a possibilidade de um bacharel em administração se filiar, mas na categoria Colaborador, NÃO tendo “direito a votar e ser votado nas eleições”. É o que acontece com o bacharel em turismo que se registra nas estaduais do Conselho Federal de Administração: não terá nenhum direito estatutário.
Diante do exposto, não aconselhamos o registro no Conselho Federal de Administração, pois não é obrigatório e entendemos que não trará benefícios.

Pois é meus caros colegas, mesmo eu, com mais de 25 anos de trabalhos comprovados, formado, pós graduado, tenho dificuldades em registrar minha profissão no próprio MINISTÉRIO DO TURISMO (Já tentei várias vezes através do CADASTUR,pois grande parte de minha experiência na área foi na França), que é uma confusão danada em relação aos registros profissionais e não tem nada que registrar o PROFISSIONAL DE TURISMO no CONSELHO FEDERAL DE ADMINISTRAÇÃO (Tenham paciência...), sinal claro que o amadorismo turístico brasileiro ainda precisa ser superado com a falta de conhecimento dos gestores que o conduzem...
